Our client support solutions are based on sub-contracting small limited companies with two or less decision making directors, who are however, specialists in their fields. They are designed to provide the best business outcomes for our end clients in a collaborative and innovative approach.

The experience gained by Evan’s Consulting Engineers Limited while outsourcing Evan Vrysoulis as the Company Director to various clients since 2012, has provided a platform for us to develop the appropriate knowledge and skills to setup our sub-contracting branch.

We ensure our supply chain have the required technical, but also quality, environmental, health & safety and legislative skills to fulfil our clients requirements and needs.

Hence, the company engages with various small limited companies with two or less decision making directors who form our supply chain.

Our sub-contracting supply chain, either assist with our services, and/or sub-contract out to other consultants and contractors on a contract basis.

These limited companies are selected based on either:

bulletdirect previous experience, or
bullet by a rigorous assessment of their capabilities in their respective technical disciplines and an appraisal of our sub-contractor questionnaire.

When a high skill set requested is not fully covered by one of our supply chain sub-contractors or our design services consultancy and/or if the available sub-contractors are busy on other contracts we strive to source available resources through market research. However, we will not fill a requested service, unless we are certain we can provide top range quality, either directly as a consultancy or through our supply chain.

Quality, Safety and Environment ▶

Although, the main selection criteria of our sub-contractors is their technical capabilities, where these limited companies require assistance in setting up their management, environmental and health and safety systems we engage with them to fill in gaps and ensure that they also achieve, quality, environmental, health and safety and legislative skills.

This enables provision of a more holistic service to our clients and also assists our supply chain with running their limited companies more smoothly and within minimum industry anticipated business requirements.

April 2020 private sector IR35 changes ▶

From April 2020, the IR35 ‘off payroll’ rules already applicable to the public sector will be extended to the private sector. This will directly affect a large number of contractors. Many large scale private corporations have already started requesting from their contractors, employed as limited companies via an intermediary (like an employment agency), to sign new contracts with them, deemed inside IR35.

Legislation is yet to be finalised. HMRC produced a consultation document on the 5th March 2019, which sets out details of the proposed regime for commentary. The following key implications are identified below together with our solution avoids the regulations:

bulletThe responsibility of making an IR35 status assessment will shift from the limited company director to the end client.

Our solution does not require such decision making requirement on behalf of our clients as our supply chain are contracted directly by us.

bulletWhere a worker is deemed inside IR35, the party who pays the worker is responsible for paying employers’ NIC, and for deducting income tax and employees NIC.

This is either the end client or the employment agency.

In our solution, since IR35 regulations are not applicable, payments are made via purchase orders to Evan's Consulting Engineers Limited issued invoices. Our supply chain in turn invoice us, to purchase orders issued by Evan's Consulting Engineers Limited to them.

bulletThe legislation places the onus onto the end client to inform HMRC on the IR35 status and provide reasoning for this assessment.

Our solution does not require such decision making requirement on behalf of our clients as our supply chain are contracted by us and sub-contracted to the end clients via services and not employment contracts.
